On screen keyboard appears when cursor moved to text field even when physical keyboard present

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36 Steps to reproduce the problem: 1. Load any page 2. Move cursor or click to text field 3. On screen keyboard appears What is the expected behavior? OSK should not appear when keyboard is connected. What went wrong? Device is a Surface Pro 4, Bluetooth keyboard connected. Chrome is the only application on my system exhibiting this behavior. I've test other browsers (Edge, IE, and Firefox) and found they do not do this nor has any other application on this system during my routine use. Did this work before? Yes Not sure Chrome version: 68.0.3440.84 Channel: stable OS Version: 10.0 Flash Version: May have started with this release of Chrome, unclear since Chrome does not give any indication that it has updated. No other configuration changes were made to the system
