Touch keyboard constantly pops up

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. Have a surface pro
2. Click on ANY text box in chrome only
3. even with regular keyboard attached this keeps happening
4. the touch keyboard continues to pop up

What is the expected behavior?
there should be no touch keyboard since before the last update it never popped up with a regular keyboard attached

What went wrong?
now even with all keyboard settings turned off, every single time a text box is clicked the touch keyboard keeps popping up. 

Did this work before? Yes 

Chrome version: 68.0.3440.84  Channel: stable
OS Version: 10.0
