Incorrect charset after first window.open

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Need open more than one Popups through
JS window.open(), for example in loop with not english text
2.

What is the expected behavior?
In all popups must be correct charset

What went wrong?
When more than one popup open, with content other than english language, in second popup not correct charset. I`m use hebrew language. Unreadable text besides english. If in loop add setTimeout, all work perfectly. When popups fires one after another there is a problem.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 68.0.3440.84  Channel: stable
