OS:Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14)

What steps will reproduce the problem?
(1) Launch chrome, click on avatar icon and hover mouse on options.
(2) Observe focus ring.

Actual: Unwanted both grey highlight and blue focus is seen on mouse hover.

Expected: Only grey focus highlight should seen on on mouse hover.

This is a regression issue, broken in 'M70', below is bisect info:

Good Build:70.0.3515.0(Revision:581085 )
Bad Build: 70.0.3516.0(Revision: 581409)

You are probably looking for a change made after 581304 (known good), but no later than 581305 (first known bad).
