OS: Windows(7,8,8.1,10) 

Pre-condition: Enable 'Enable using the Google local NTP' and 'New Tab Page Background Selection' under chrome://flags.

Steps to reproduce:
(1) Launch Chrome, navigate to NTP and bring focus to 'Gear' icon by pressing 'TAB' key and enter.
(2) Select 'Chrome Backgrounds' and enter into 'Select A Collection' overlay.
(3) Press 'UP arrow' key from keyboard so that focus comes on any collection (eg. Landscape)
(4) Enter into landscape collections, bring focus to image using 'UP arrow' key and press enter to select the image.
(5) Click on back arrow using mouse action and observe.

Actual Result  : Dual focus appears on back navigation arrow using mouse action.
Expected Result: Dual focus should not appear on back navigation arrow using mouse action.

This is a regression issue, broken in 'M-70' and below is the per-revision bisect info:

Good Build:70.0.3503.0(Revision: 578160)
Bad Build :70.0.3504.0(Revision: 578510)

You are probably looking for a change made after 578169 (known good), but no later than 578170 (first known bad).

1.As Mac Canary build #70.0.3516.0 is not available, hence not mentioning behavior of Mac OS. 
2.Gear Icon is not present in Linux (14.04 LTS) OS
