Non-Regression : No Difference is seen between 'Network' icon and 'Accessibility' icon in Lock screen

Issue description

Chrome Version: 70.0.3511.0/10949.0.0 dev-channel  Cyan,Peppy and Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> click on Uber Tray and select 'Lock' option
(2)Now in Lock screen click on Uber Tray -> observe 'Network' icon is enabled -> Text is seen disabled  i.e. 'Network' icon is seen as able to click on that icon  and it is similar to 'Accessibility' icon which can be able to click 
(3)No difference between 'Network' icon and  'Accessibility' icon i.e. both are seen same but only able to click only 'Accessibility' icon 
(Please refer Video)

Expected: Difference should be seen between 'Network' icon and  'Accessibility' icon as unable to click on 'Network' icon and able to click only 'Accessibility' icon 
Actual: Instead 'Network' icon and  'Accessibility' icon are same

This is Non-Regression issue seen from M-62

When we take a closer look, the colors are slightly different. But I will double-check this.

No Difference between 'Network' icon and  'Accessibility' icon i.e. both are seen as Enabled Form but only able to click only 'Accessibility' icon.
At least 'Network' icon should be in Faded form as 'Bluetooth Icon' which indicates that Network is Enabled but unable to click on it
