Replace ON_DUT_WHITE_LIST with black list in telemetry_runner.py

Most CrOS telemetry tests run on DUT.

We should make it run on DUT by default with black list.

With the fixes in  https://crbug.com/869762 , most telemetry tests can run on DUT.

The set of tests that are not in the white list:
loading.desktop
memory.desktop
system_health.memory_desktop
webrtc

system_health.memory_desktop is the only test that cannot run on DUT.
