Regression:Black patch is seen on tab strip whenever a theme is applied.

Issue descriptionChrome Version: 70.0.3516.0 (Official Build) a5cc86ce4806be7adb2876184069510bb6b95057-refs/branch-heads/3516@{#1}(32/64-bit) OS: Windows(7,8,8.1) URL: https://chrome.google.com/webstore/category/themes?hl=en What steps will reproduce the problem? (1) Fresh launch Chrome and navigate to Chrome web store using the link mentioned above. (2) Click on any theme option then click on 'Add to Chrome' button to apply the theme and now observe the tabstrip. Actual Result : Black patch is seen on tab strip whenever a theme is applied. Expected Result: Black patch should not be seen on tab strip whenever a theme is applied. This is a regression issue, broken in 'M-70' and will soon update the bisect info: Good Build:70.0.3515.0(Revision: 581085) Bad Build: 70.0.3516.0(Revision: 581409)
