I'm marking this "Won't Fix" bc the GrTextureStripAtlas was removed in:

https://skia-review.googlesource.com/c/skia/+/150472 (Remove GrTextureStripAtlas, textured gradients use independent textures) on 8/30/18.

and we've updated the gradient code a lot to no longer use texture strips.
