It looks like this bug describes performence loss on configuration "Android Nexus5X WebView Perf".  The CL referenced that I wrote is some unrelated code in chromeos.  It is guarded by "#if defined(OS_CHROMEOS)".

As per instructions at http://g.co/ChromePerformanceRegressions, I am unassigning myself.  I get a server 500 error when clicking the "All graphs for this bug" link, so I have not kicked off another bisect.
