The CL is completely unrelated to the regressed metric (rasterize_and_record_micro).

The CL basically just formats some info loaded on startup, and it's only applicable if a Background Fetch is resuming on browser startup (which shouldn't be the case).

I'm unassigning the bug and kicking off another bisect as per the regression instructions
