Desktop PWA: theme_color not overridden by document theme-color meta tag

What steps will reproduce the problem?
(1) Install soft-puppy.glitch.me PWA.

What is the expected result?

Titlebar should be animating its background colour.

What happens instead?

Titlebar background is static black.

Note: On Android Chrome the browser UI background and OS updates with the meta tag changing.

Google Photos is definitely interested in having this working on Windows/Chrome OS.

This is a source of inconsistency between desktop and mobile for app.starbucks.com.
