When the mobile phone frequently switches between horizontal and vertical screens, the webpage video will be shifted.

Steps to reproduce the problem:
1. Open phone settings->Display->turn on Auto-rotate screen or
   Drop down status bar -> click Auto-rotate
2. open chrome browser->Enter html5 related video URL->play 
   video
3. Rotate the screen frequently

What is the expected behavior?
The video player does not shift position when playing in portrait mode.

What went wrong?
The video player position has shifted during vertical screen playback.

Tested the issue on Android and no shift in webpage video is seen.

Steps followed:
1. Launch chrome and Navigate to example url mentioned in comment #0.
2. Enable auto rotate option for device.
3. Now start playing the video and rotate device frequently(tried till video finishes)
4. No shift in webpage video is seen.

Chrome version: 
67.0.3396.87 & 68.0.3440.91 (latest stable)

OS:
7.0

Android Devices:
Samsung J7

From the video of the attachment:
1, the horizontal screen should be the full screen video and the attached video is not really full screen.
2, this problem does not necessarily occur, it requires frequent operations.

1, the current positioning problem is due to the abnormal appearance of surfaceview size on the Java layer when the video screen is frequently switched. Specific documents can be seen: CompositorSurfaceManager.java

2, now why is it using Android overlay dialog to display full screen video, but Android overlay dialog display is slow.

it does this in full screen mode since it saves power in some cases.

Normally, overlays are positioned exactly where the non-overlay video would be.  However, due to how overlays work, it has to adjust for things like the android status bar.  This normally happens in DialogOverlayImpl.scheduleLayout (nativeGetCompositorOffset).

This call results in (eventually) a call to here to get the information from android:

I suspect that it's a timing issue, that some transition is still in progress on the android side when we get the offset, and never notice that it changes.

Could you try the following test:

1) Get the video playback to be offset from where it should be.
2) pause the video.
3) exit full screen.
4) is the video properly positioned?
5) enter full screen
6) is the video properly positioned now?

As long as the video is suspended, there is no problem in video location.
