What steps will reproduce the problem?
(1) Open 2 apps, and then go to Overview on tablet 
(2) Long press on a window thumbnail and hold it to move it
(3) While holding to the thumbnail, tap on another window thumbnail

What is the expected result?
Nothing happens

What happens instead?
The closs icon shows up on top of the thumbnail
