"Write here" message disappears when hiding then showing the keyboard.

Chrome Version: 70.0.3514.0
OS: ChromeOS Eve

What steps will reproduce the problem?
(1) Open the virtual keyboard
(2) Go into handwriting mode
(3) Hide the virtual keyboard by clicking elsewhere
(4) Open again

What is the expected result?
See "write here" message in the handwriting canvas.

What happens instead?
No "write here" message in the handwriting canvas.

The keyboard also clears the canvas when you click elsewhere. Probably the same root cause as the "Write here" message is drawn with the canvas.
