Tab strip incorrectly drawing a black bar

Issue description

Chrome Version: 70.0.3516.0 (r581385)
OS: Linux

What steps will reproduce the problem?
(1) Launch the browser

What is the expected result?

Normal looking tab strip.

What happens instead?

Black bar across the tab strip. See attached screenshot.

If I revert r581348, then it draws correctly again.
