Uber tray takes time to load all the Wifi networks in range.

Issue description

Chrome Version: <From about:version: Google Chrome 10895.16.0>
Chrome OS Version: <From about:version: Platform 10068.37.0>
Chrome OS Platform: <Santa/Coral>

Please specify Cr-* of the system to which this bug/feature applies (add

Steps To Reproduce:
(1)Login to a user
(2)Click on uber tray
(3)Select the connected wifi network
(4)Only that wifi network is listed at first and the remaining networks in range are displayed after 5-6 seconds.


Expected Result:
The connected Wifi network along with other SSIDs in range should be displayed immediately at the same time.


Actual Result:
Connected network shows up first, followed by remaining networks in range.


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

This is expected behavior. We do not scan constantly, only once the UI is opened and the scan takes a number of seconds to complete. The horizontal bar in the screenshot appears to be animating, indicating scanning.


We do not see this behavior in previous builds. Usually loads up sooner after UI is opened.

That has always been the behavior when there hasn't been a recent scan. Make sure you are testing consistently:

* After startup or wake from sleep all networks should generally appear.
* When the device has been idle for a while (I forget how long it takes for Shill to forget networks, somewhere between 1-10 minutes) the list will initially appear blank.

It would be helpful to include the Chrome version this is reproducible in. The screenshot is of the old system tray, I think that recent 69 builds are using the new icon based / black background tray.

This is on the latest R69 and the network tray is back to white now(like R68). Please see the screenshot attached.

We will continue to test and report if issue is seen again.
