Replace generic file icon with globe for tabs

There was pushback to why we didn't replace the generic folded page icon in the tabstrip to match the omnibox suggestions. Please explain here for tracking purposes, as I think the expected design is for us to use the same icon everywhere.

The main concerns are distinguishing between sites without a favicon and local+Chrome sites.

The globe implies the site originates from the network. The file icon simply just says no favicon was provided, which is the case for chrome://* and local machine page navigations.
