Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: execute: new Date(1965,07,07,0,0) Sat Aug 07 1965 00:00:00 GMT+0100 (Central European Summer Time) new Date(1965,07,07,0,0).getTime() -138934800000 What is the expected behavior? Sat Aug 07 1965 00:00:00 GMT+0100 (Central European ===STANDARD=== Time) new Date(1965,07,07,0,0).getTime() -13893====84====00000 What went wrong? DST time was not active in Czechia these years. This code used to work good about year ago. It works in Edge, Firefox. In works on windows in java well. I thing chrome is using its own Date services and it is not using system services, which probably are OK. Did this work before? Yes about year ago Chrome version: 67.0.3396.99 Channel: stable OS Version: 10.0 Flash Version: Wikipedia reference: https://cs.wikipedia.org/wiki/Letn%C3%AD_%C4%8Das Summer time was reintroduced as a result of austerity measures during the Second World War. In the Bohemian lands (then in the Protectorate of Bohemia and Moravia) he worked continuously from April 1, 1940 to October 4, 1942, and in the summer months 1943-1949. At the turn of 1946 (December 1, 1946 - February 23, 1947), the so-called winter time was introduced, when the time was shifted by one hour in the back - this opposite shift seems to be the world's unique source [source?] The relevant government regulation was issued 27 November, four days before the change. Annual summer time was introduced in Czechoslovakia in 1979. After a few years, the rule was set that summer time was introduced last weekend (from Saturday to Sunday) and ended last weekend in September. Since 1996, summer time is one month longer - lasts until the last weekend in October, which is the summer time introduced for most of the year than the bandwidth. This change has been made throughout the European Union, so the Czech Republic has also adapted it.
