Tabs opened in background have weird textures

Reported by jleedev@gmail.com, Aug 7

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3514.0 Safari/537.36

Steps to reproduce the problem:
1. Open a new tab in the background (e.g. Cmd+Click on the reload button)
2. Repeat a few times

What is the expected behavior?

What went wrong?
It looks like a low resolution texture is scaled up on the tab, or something.

Did this work before? Yes
