Tabs opened in background have weird textures

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3514.0 Safari/537.36 Steps to reproduce the problem: 1. Open a new tab in the background (e.g. Cmd+Click on the reload button) 2. Repeat a few times What is the expected behavior? What went wrong? It looks like a low resolution texture is scaled up on the tab, or something. Did this work before? Yes Chrome version: 70.0.3514.0 Channel: n/a OS Version: OS X 10.13.6 Flash Version: You are probably looking for a change made after 577775 (known good), but no later than 577784 (first known bad).
