Regression : Suggestions list overlap with tab-strip when hovering mouse at top of the screen in full-screen mode.

Issue descriptionChrome Version : 70.0.3514.2 (Official Build) 531d52531213aad3f5fb27a8aaf52c69b7ab4481-refs/branch-heads/3514@{#4} 64 bit OS : Mac(10.12.6, 10.13.1, 10.13.6, 10.14) Precondition : Please enable "Use Views browser windows instead of Cocoa" from chrome://flags What steps will reproduce the problem? 1. Launch chrome, open NTP and hit 'Control + Cmd + F' keys to enter into full-screen mode. 2. Now press 'option + Cmd + F' keys to open omnibox suggestions list. 3. Move the mouse to the top of the screen and observe. Actual Result : Suggestions list overlap with tab-strip when hovering mouse at top of the screen in full-screen mode. Expected Result : Suggestions list content and tab-strip should not overlap with each other on hovering mouse at top of the screen. Able to repro this issue in latest Mac Canary build #70.0.3515.0 Thank You..!

This one is sort of expected. For the stable channel, the suggestion window doesn't move either during fullscreen dropdown menu move. That causes the location bar moves down behind the suggestion list. For current MacView impl, since the top portion of the suggestion window is see-through so the tabstrip on the back shows up. Probably the ideal solution is to move the suggestion window down along with the location bar. That said, since there seems no complain on the stable channel, this seems to be a rare use case which could be punted. Thus lower its priority.
