Wrench Menu options overlap with Print Preview overlay on hovering mouse over wrench menu

Issue description

Chrome Version: 70.0.3515.0 (Official Build) Revision 0e3f811e74b63685424a1bc4ea46b4a85d8f3f2e-refs/branch-heads/3515@{#1} (64-bit)
OS: Mac (10.12.6, 10.13.1, 10.13.6, 10.14)

Pre-condition: Enable the flag "Use Views browser windows instead of Cocoa." from chrome://flags.

Steps to reproduce:
1. Launch chrome and click on wrench menu (3-dot menu) to open menu list.
2. Press "Cmd+P" to open print preview overlay.
3. Now hover the mouse on wrench menu options (History or Bookmarks or More Tools or Help) opened behind print preview and Observe..

Actual Result: Wrench Menu options overlap with Print Preview overlay on hovering mouse over wrench menu.
Expected Result: Wrench Menu should disappear on print preview command through keyboard.

This is a Non-Regression issue seen from ‘M-67’ chrome build #67.0.3381.0 as Macviews browser flag came in to existence.

NOTE:
1) Issue is also seen on M-68 Stable (build #68.0.3440.84), M-69 Beta (build #69.0.3497.23) & M-70 Dev (build #70.0.3510.0).
2) Issue is not seen on Win (7, 8, 8.1, 10) & Linux (14.04 LTS) OS.

Ah, this appears to be a bug in z-order of the context menu pieces vs the print preview page. That being said, it's weird that the context menu is even interactable in this state.

This is a Pri-3 MacViews bug.
Interestingly enough, Command-P doesn't make this happen for me on 10.11. Did something change in AppKit?

We were unable to reproduce this bug on latest canary #72.0.3610.0 on Mac(10.13.1, 10.13.6, 10.14.2)OS. If this bug still reproduces for you, please reopen or file a new issue.
