Going from beta to dev shows "Updating your device to stable channel" message

Chrome Version: 68.0.3440.87
OS: Chrome OS

What steps will reproduce the problem?
(1) Go to beta channel (M68) using policy
(2) Set policy to dev channel
(3) Reload policy
(4) Update device

What is the expected result? Device shows on "About Chrome OS" screen "updating to dev channel."

What happens instead? Device shows on "About Chrome OS" screen "updating to stable channel."
