GPO Roaming Profiles & Google Account Sync Profiles

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Steps to reproduce the problem:
1. Enable settings in GPO to allow roaming copies of the chrome profile, and set the directory for the roaming profile.
GPO Setting: Computer Configuration > Administrative Templates > Google > Google Chrome
Enable the creation of roaming copies of Google Chrome profile data = Enabled
Set the roaming profile directory = ${documents}\ApplicationConfiguration\ChromeProfile
2. Log onto machine that is domain joined and check that GPO has been applied.
Start Google Chrome and sign into Chrome browser with your Google Account.
3. Google account signs in OK to Chrome browser, confirmed that account is signed into Chrome browser by pressing the profile icon by the minimise button.
Wait for sync of bookmarks, passwords, extensions etc.
What is the expected behavior?
Chrome browser to load from Google Accounts, the bookmarks, passwords, extensions etc.

Another issue is that these profiles never sync to Google anymore - e.g. if you login with your Google account normally your settings are synced across devices, using your Google account. But with this kind of roaming profiles, essentially a local sync backend is used - this means that your changes are synced to your local backend instead of Google's. While this might perfectly match some enterprise requirements, I am not ready for it.

The RoamingProfileSupportEnabled policy is documented here: https://www.chromium.org/administrators/policy-list-3#RoamingProfileSupportEnabled According to the documentation: "Enabling this policy disables cloud sync". Does that clarify the intended behavior of the policy?
