What steps will reproduce the problem?
1. Launch Chrome, resize the browser the from LHS to RHS and observe the "Minimize/Restore/Close" buttons of browser.

Actual: Weird flickering of "Minimize, Restore and Close" buttons are seen while resizing the browser from LHS to RHS.
Expected: Flickering of "Minimize, Restore and Close" buttons should not be seen while resizing the browser from LHS to RHS.

This is a Win-10 specific regression issue, broken in M-67 series, below is manual regression range:

Good build:: 67.0.3377.0 (Revision: 544611)
Bad build: 67.0.3378.0 (Revision: 544931)

Unable to provide the bisect using 'hasbisect-per-revision' script. Hence providing the bisect using Chromium build:

You are probably looking for a change made after 544783 (known good), but no later than 544804 (first known bad).

NOTE: 
1. This issue is also reproducible on Stable 68.0.3440.84 and Beta #69.0.3497.23
2. This issue is not observe on Windows(7,8,8.1), Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) and Linux(14.04 LTS) machines.
