Candidates display while touching emojis after Voiceinput

REPRO STEPS:
1.Switch to any XKB keyboard.
2.Switch Emoji layout.
3.Open Voiceinput then stop(must step).
4.Tap any emoji.


Actual result: 
English candidates display.

Note:
This issue does not repro if not do step #3.
Tried this issue does repro for CJK.

The root cause is: the background controller is reset to xkb controler when reset the voice input. However it virtual keyboard UI isn't reset.

The solution, when voice is closed, please re-activate the current input bundle to set the correct background controller.
