Regression : Hover effect is not seen on dock side icons in devtools.

Chrome version: 70.0.3515.0 (Official Build)Revision 0e3f811e74b63685424a1bc4ea46b4a85d8f3f2e-refs/branch-heads/3515@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Now click on 'Customize and control devtools' and hover mouse over 'Dock side' icons,observe
 
Actual: Hover effect is not seen on dock side icons
Expected: Hover effect should be seen on dock side icons

This is regression issue, broken in ‘M 70’ and will soon update other info :
Good build: 70.0.3514.0  (Revision: 580791).
Bad build: 70.0.3515.0 (Revision: 581084).

Unable to provide bisect using per-revision script and Chromium builds both, Hence providing suspect from Change-Log url:
