Tab dragging - the new selector item should be placed below the dragged window

Issue description

Chrome Version: 70.0.3515.0
OS: Chrome

What steps will reproduce the problem?
(1) Enter tablet mode, open a few browser windows
(2) Drag on the caption area (either on tabstrip area or non-tabstrip area)
(3) Overview is opened behind the dragged window

What is the expected result?
The new selector item (the selector with the plus sign) should be placed below the dragged window

What happens instead?
The new selector item is placed above the dragged window

Tab dragging: Fix the new selector item stacking order regression.

The new selector item's window and its |item_widget_| should be placed
below the dragged window.
