Constantly have to re-approve notifications

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. Go to Google Calender, FB, Twitter, Drive.

What is the expected behavior?
"Google Calendar (or FB, Twitter, Drive) wants to show notifications."

What went wrong?
You should only have to do this ONCE. Unless you clear the cookies.

Did this work before? Yes unknown

Chrome version: 68.0.3440.84  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Unable to reproduce the issue on chrome reported version# 68.0.3440.84 using Windows-7 with steps mentioned below:
1) Launched chrome reported version, navigated to fb.com and clicked on 'Allow' for notifications
2) Sent message to the logged in account, and chrome didn't asked for the permission again

@Reporter: Please find the attached screencast for your reference and provide your feedback on it. If possible could you please try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

I believe I have located the issue. somehow 'content settings' was checked under 'clear browsing data.' this would have produced the result, no?

Unable to reproduce the issue on chrome reported version# 68.0.3440.84 using Windows-10 as per comment# 0 & 3 with the steps mentioned below:
1) Launched chrome reported version, navigated to fb.com and checked the check box of 'content settings' > 'clear browsing data' and clicked on 'Allow' for notifications
2) Sent message to the logged in account, and chrome didn't asked for the permission again

I take it back. Notification requests still happening. Have not used the 'clear contacts' button.

Unable to reproduce the issue on chrome reported version# 68.0.3440.84 and on latest stable# 68.0.3440.106 with steps mentioned in Comment# 2 & 5 using Windows-7 & 10. Hence removing Needs-Bisect label and requesting someone from UI>Browser>Permissions team have a look at this issue and help in providing further inputs on it.
Note: Feel free to add Needs-Bisect label back if required.
