Enable tricium for chromium/src

As the title says, enable Tricium with some simple analyzer for Chromium. Doing so now will increase awareness of Tricium and get us more feedback.

At first we'll want to enable with a relatively conservative analyzer, and we're planning to go with SpellChecker.
