Going to shoot out a CL to disable it, then assign this over to panicker@ who wrote the test.

On further investigation, it looks like this is already disabled for many similar tests on Android One in  bug 764868 , so I think the actual bug is that it wasn't disabled straight from the onset on Android One. Duping this bug into that one.
