Incognito animation flickers when new tab is open from tools menu

App Version (from "Chrome Settings > About Chrome"): 70.0.35.08
iOS Version: 11.4.1
Device: iPhone SE

Steps to reproduce: 
1.) Open Tab grid
2.) Flip to incognito
3.) Open new incognito tab via tools menu

Observed behavior: 
Incognito content jumps up after opening animation is complete

I think this is a duplicate of a bug you fixed recently marq@ (I cannot reproduce on latest canary).
