Select closes itself after opening when you've just used scroll wheel

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.23 Safari/537.36

Steps to reproduce the problem:
1. Use the scroll wheel on your mouse
2. After scrolling has finished, click to open a select drop down

What is the expected behavior?
The select options display

What went wrong?
The select options close.

Did this work before? N/A 

Chrome version: 69.0.3497.23  Channel: beta
OS Version: 6.3
Flash Version: 

You have to be quite quick, but there is a small window of opportunity after scrolling has stopped where the select options reveal themselves, only to close.

Most easily reproduced if you find a page where the a select field is visible at the top of the page and 'fling' the scroll wheel up so the select field isn't moving and you can quickly click it after you've stopped.

Without an actual demo page I can only guess it's caused by r523809.
Please test the following snapshots:

Download chrome-win32.zip, unpack it, open a command line prompt in the unpacked folder, run ".\chrome --user-data-dir=."
If my guess is correct the snapshot #1 should work whereas #2 would be buggy.
