STS + fullscreen magnifier unable to move to select desired text

Issue description

Google Chrome	70.0.3511.0 (Official Build) canary (64-bit)
Firmware Version	Google_Eve.9584.160.0

Steps:
# Enable Select to Speak and Fullscreen Magnifier in Settings > Manage Accessibility Settings
# Fold into tablet mode or only use touchscreen for next steps
# Ensure that fullscreen magnifier is zoomed in enough such that if you go to the status tray to enable STS, you'd need to use two finger scroll to get to an offscreen area of text
# Invoke STS button to prepare to select text
# Use two finger scroll to get to text area offscreen
Expected: scroll to desired area and then use one finger + drag to select text to be read
Actual: a two finger tap on screen is interpreted by STS as selecting all text in a given area, therefore it will invoke STS as soon as screen is touched. User unable to move to desired text to be read.
