Regression:Toast Message shows 'Updating' forever after clicking on 'Update' button in chrome://extensions

Issue description

Chrome Version: 70.0.3514.0 (Official Build) Revision e359e11e00b7a42e1b5f7fee1f89b38a48c2dc60-refs/branch-heads/3514@{#1}(32/64 bit)
OS:Windows(7,10)

Pre-condition : Enable 'Enable network service' flag under chrome://flags

What steps will reproduce the problem?
(1) Launch Chrome, navigate to chrome://extensions.
(2) Enable 'Developer mode' by clicking on toggle button.
(3) Click on 'Update' button and observe.

Actual Result  : Toast Message shows 'Updating' forever after clicking on 'Update' button.
Expected Result: Toast Message should show 'Extensions Updated' immediately after clicking on 'Update' button.

This is regression issue broken in ‘M-69’:
(Unable to provide bisect using per-revision since getting error while bisecting and in narrow bisect issue is not reproducible on chromium builds , hence providing bisect manually)

Good build: 69.0.3462.0(Revision: 567865)
Bad build : 69.0.3463.0(Revision: 567902)

Suspect: r567879 ?

@mmenke: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Did this work with Enable network service flag disable?

Tossing in the Network-Service queue.  That CL deliberately broke fetches not using the network service (i.e., stuff that was broken, just not obviously broken).
