OS: Windows(7,8,8.1,10) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1) Launch Chrome, open Devtools on NTP and click on 'Sources'.
(2) Zoom to '125%', Click on three dots (more options) and observe.

Actual Result  :Unwanted scrollbar is seen on 'more options' overlay on zooming to 125%.
Expected Result:Scrollbar should not be seen on 'more options' overlay on zooming to 125%.

This is regression issue broken in ‘M-64’.

Good build: 64.0.3265.0(Revision: 515781)
Bad build : 64.0.3266.0(Revision: 515827)

1. per-revision bisect:Exception: Error running the gsutil command: ServiceException: 401 Anonymous caller does not have storage.objects.get access to chrome-test-builds/official-by-commit/Win x64 Builder.
2. Issue is not reproducible on chromium builds.
3. Issue is not reproducible on Mac (10.12.6 , 10.13.1 , 10.13.6, 10.14) OS.
