Regression : Arrow pointer is seen instead of Hand pointer in Sign-out screen

Issue description

Chrome Version: 70.0.3511.0/10942.0.0 dev-channel  Kip,Celes and Daisy
OS: Chrome

What steps will reproduce the problem?
1)Sign into User -> Now at Uber Tray select 'Sign out' option 
2)Now in Sign out screen hover mouse pointer on  'Shut down' , 'Browse as Guest' and 'Add Person' options and observe Arrow pointer is seen instead of Hand pointer
(Please refer Video)

Expected:  Hand pointer should be seen on hovering mouse pointer on  'Shut down' , 'Browse as Guest' and 'Add Person' options
Actual: Instead Arrow pointer is seen

This is Regression Issue as same is working fine in 70.0.3508.3/10933.0.0

More specifically, do we want the cursor to change when hovering over a button in the shelf?

Hi, thanks for bringing this up. We should follow the shelf pattern here in my opinion. Just looking at it quickly it seems they do not use the hand on hover outside of the lockscreen. 

I'm cc:ing Kejia (UX designer for shelf) to weigh in.

Marking WontFix, kejiashao@ please reopen if you feel we should have a different cursor in this case.
Nope makes sense, just checked with Sebastien, who mentioned that we are generally moving from hand cursors. WontFix is good.
