Cannot enter url in new tab in fullscreen mode

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. open browser
2. enter fullscreen mode
3. ctrl+t create new tab
4. try to enter url

What is the expected behavior?
the url string must be reachable

What went wrong?
You cant enter url in this mode

Did this work before? No 

Chrome version: 68.0.3440.84  Channel: stable
OS Version: 10.0
