What steps will reproduce the problem?
(1)Recover Build >> From OOBE/Accessibility Settings >>Enable ChromeVox(Spoken feedback)
(2)Open Ubertray >> try to Collapse menu and observe

Actual: Unable to Collapse ubertray menu when ChromeVox(Spoken feedback) is enabled
Expected: Should be able to Collapse ubertray menu when ChromeVox(Spoken feedback) is enabled

This is a Regression issue as same is working fine in 69.0.3497.24/10895.11.0 dev
