Regression: Tool tips in Ubertray are seen in English when language is Arabic

Chrome Version: 70.0.3511.0/10943.0.0 dev channel Daisy,Kip,Celes
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build >> In OOBE from languages,set the language to Arabic
(2)Go to Ubertray >> Hover the mouse on the Network/Bluetooth/Accessibility.. sections and observe the tool tip.

Actual: Tool tips are seen in English when language is Arabic
Expected: Tool tips should be seen in Arabic when language is Arabic

This is a Regression issue as same is working fine in 69.0.3497.24/10895.11.0 dev
