Unnecessary right click context menu options are clickable on clicking Emoji icon.

Issue description

Chrome Version: 70.0.3513.0 (Official Build) Revision	9a08cc24311864f5d4c4f77d56e6b81c88f0de06-refs/branch-heads/3513@{#1} 32/64-bit.
OS: Windows(10).

What steps will reproduce the problem?
1. Launch Chrome and navigate to https://www.facebook.com/ 
2. Right click on any text-box and select 'Emoji' option from context menu.
3. Right click just beside the Emoji window to open context menu.
4. Now click on any emoji icon on Emoji window and observe. (Refer Video)

Actual: Unnecessary context menu options are clickable.
Expected: Only emoji icon should be clickable.

This is a Win-10 specific non-regression issue, seen from M-68 series as Emoji feature is introduced from build # 68.0.3425.0

NOTE: 
1. This issue is also reproducible on Stable 68.0.3440.84 and Beta #69.0.3497.23
2. This issue is not observe on Windows(7,8,8.1), Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) and Linux(14.04 LTS) machines.

I'm afraid I don't understand the problem. Why do you think that only "Emoji" should be in the context menu? Or are you perhaps referring to the context menu opening behind the emoji picker?

With response to comment #2:
 Yes, context menu should not open behind the 'Emoji' picker window and context menu option should not be clickable when we clicking on emoji icon and vice-versa.

It seems it is better to disable "Emoji" menu item once Emoji picker window is available.
