Issue descriptionSteps to reproduce the problem: 1. Open the www.baidu.com 2. Click the "Camera" icon in the right of search box. There should be a camera permission request dialog shows. Don't click any button in the dialog. 3. Click the home button of Android to come to Android Launcher. 4. Long click the Chrome icon in Launcher and select the "Open a new tab" or "incognito tab", the file select dialog shows. What is the expected behavior? File select dialog should not launch after cancel the permission request What went wrong? File select dialog still launchs after cancel the permission request Did this work before? N/A Does this work in other browsers? N/A Chrome version: 67 Channel: stable OS Version: 8.0 Flash Version: I am not sure if it's a bug, but it the same phenomenon when open a link in other app to open the link in chrome. I think the file select dialog should not shows now, because user just want to open the link in new tab, and cancel the previous action.

Tested the issue in Android and able to reproduce the issue. Steps Followed: 1. Navigated to baidu.com 2. Clicked the "Camera" icon in the right of search box >> camera permission request dialog is seen 3. Clicked the home button of Android to come to Android Launcher. 4. Long pressed the Chrome icon in Launcher and selected the "Open a new tab" or "incognito tab" -- the file select dialog shows. Chrome versions tested: 60.0.3072.0, 68.0.3440.85 , 70.0.3512.0(Latest canary) OS: Android 8.0.0 Android Devices: Nexus 6P Issue is seen in from older M-60 builds.
