Reject pseudo-elements in FlatTreeTraversal

At this point, FlatTreeTraversal accepts pseudo-elements,
however, it would be better to reject pseudo-elements, which should be
handled at more upper layer, such as LayoutTreeBuilderTraversal.

We need to investigate each usage of FlatTreeTraversal to achieve that.

I think this mostly needs someone to do the legwork to get it done.
This is non-trivial because FlatTreeTraversal is being used widely, and there are not-a-few usages where pseudo-elements can be passed. :(
