A11Y: ChromeVOX on ChromeOS: Add "ChromeVox focus follows mouse / touch cursor focus"

Issue description

As a Mac user who uses VoiceOver, I am looking forward to move to ChromeOS.
There is one missing feature that is blocking my baility to use ChromeOS:
In Mac OS with Voiceover I use a combination of screen magnifier and screen reader, and as such wnat the screen reader to read what is under the mouse so I can both see what I am pointing at and have it read aloud.
In Voiceover I use the setting "Mouse cursor - Moves Voiceover cursor".

ChromeVOX on ChromeOS does not allow for the mouse cursor to move the ChromeVox cursor, and only allow for keyboard navigation which is much slower.

Request: Parity with VoiceOver to allow ChromeBox focus to be moved by the mouse or touch.
