Reopen closed window does not appear after browser restart

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. Open several tabs
2. Close browser by using Ctrl+Shift+Q
3. Reopen browser
4. Right click on tab bar

What is the expected behavior?
User sees "Reopen closed window" option

What went wrong?
User instead sees greyed-out "Reopend closed tab" option until they close the context menu and right click the tab bar again, at which point Reopen closed window appears and works.

Did this work before? N/A 

Chrome version: 68.0.3440.84  Channel: stable
OS Version: 10.0

Able to reproduce the issue on Win-10 and Ubuntu 14.04 using chrome reported version #68.0.3440.84 and latest canary #70.0.3514.0. Issue is not seen in OS-Mac.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
