DevTools Tabs not preserving order after rearranging.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3510.0 Safari/537.36 Steps to reproduce the problem: 1. Open Dev Tools 2. Move React Tab to the first place 3. Close Dev Tools 4. Open Dev tools again What is the expected behavior? Upon step 4, the React tab should stay in the position it was left at step 2. What went wrong? Upon step 4, the React tab goes back to it's original position (last or second to last) Did this work before? No Chrome version: 70.0.3510.0 Channel: dev OS Version: OS X 10.14.0 Flash Version:

Vue and Apollo dev tools also don't preserve order. My other dev tools extension tabs and built-in tabs do preserve order.

A few people said it might be because React tab is conditional (it only shows up on websites using React). However, it’s not clear to me why the position of a conditional tab cannot be preserved. Clearly it still has an ID. At the very least I imagine it could be preserved until next reorder when it’s invisible. But even in that case Chrome could make a best effort to keep it at its index.
