New tab button (+ tab) on the left hand side

Steps to reproduce the problem:
1. open Chrome
2. look for "new tab button"
3. 

What is the expected behavior?
new tab button expected to be on the right hand side of screen or have the option to put it there.

What went wrong?
This idea of putting the "open new tab button" (+ tab) to the left is just not practical. It really goes against a natural browsing flow (or a well Google-implemented habit...since what 2008?). 

Having to go all the way to the left side of the screen for a tab that will very likely open to the right side of the screen is just wrong!

I'm browsing at 2k resolution on a 27" monitor... can't imagine working like this on a 4k res or at 2k on a larger screen!

Can you at least give the option to put it back where it was?

Such change had only been done as an experiment on developing builds, you must have some of those experimental flags enabled. Please list the flags (command lines) you enabled as seen in chrome://version so we can point them out.

Able to reproduce issue on reported chrome version 68.0.3440.84 using Windows 10 and Ubuntu 17.10. Hence providing bisect information below.

Bisect Info:

68.0.3405.0-Good
68.0.3406.0-Bad

Note:The issue seems to be related to #top-chrome-md flag, this is fixed on M-69 and M-70.

As we are getting the error-"Exception: Error running the gsutil command: ServiceException: 401 " while running bisect per revision,hence providing change log from chromium bisect.

The New Tab Button is not on the LHS in current versions of Refresh.

Please don't enable Refresh on M68 -- it's missing a couple of months of work and not representative of the final UI.
