crash on startup

Issue description

Chrome Version: 70.0.3512.0 (3512.0)
OS Version: OS X 10.14 (Mojave)

What steps will reproduce the problem?
1. Attempt to open Chrome Canary

What is the expected result?
Chrome stays open longer than a few seconds.

What happens instead of that?
It doesn't.

OS Version: OS X 10.12.6 (Sierra)

option --disable-extensions -> running normally

option --incognito -> crash

Unfortunately, I cannot provide a crash ID, as Canary doesn't stay open long enough to get it.

try this command.

$ /Applications/Google\ Chrome\ Canary.app/Contents/MacOS/Google\ Chrome\ Canary --disable-extensions
This error keeps going after opening the app via cli

if you can't update, try this command.

$ /Library/Google/GoogleSoftwareUpdate/GoogleSoftwareUpdate.bundle/Contents/Resources/CheckForUpdatesNow.command
After running the update command, I was able to open Canary and it did not crash.
Sorry for the delay, but we're back!

As per C#13, seems issue working as intended. Hence marking it as Wontfix. Please feel free to file a new chrome issue if you find any.
