Add weekly aggregate metrics for data reduction proxy data usage

The metrics below record the savings, original data usage for a 30 day (or more) period.

DataReductionProxy.UserViewedSavingsPercent
DataReductionProxy.UserViewedSavingsSize
DataReductionProxy.UserViewedOriginalSize
DataReductionProxy.StartupSavingsPercent

Additional metrics that record the data for a 7 day period is needed, to evaluate regressions quickly. This will be used for the site-breakdown using PLM experiment which changes the underlying backend of collecting data use.

Un-deprecate UserViewedSavingsSize histogram

This CL correctly deprecates the UserViewedSavingsPercent histogram for
which the code was removed already, and undeprecate the
DataReductionProxy.UserViewedSavingsSize histogram for which code still
exists.
