Toolbar button appears for a short while switching to a site(which does not trigger suggestions)

Issue description

Application Version (from "Chrome Settings > About Chrome"): Chrome Dev Chrome build for M70 : 70.0.3510.0
Android Build Number (from "Android Settings > About Phone/Tablet"): 
Device: angler-03.78

Steps to reproduce: 
Trigger while in tab switcher (toolbar button) *NEW*:

Go to a site that will trigger suggestions.
Immediately go to the tab switcher and open a site which does not trigger suggestions.
While the page loads, the toolbar button appears quickly and disappears for the site which does not trigger suggestions.


Expected behavior: On clicking the tab switcher and choosing a site that does not trigger suggestions, the toolbar should not appear.

Frequency: Reproducible all the time.

This is WAI, unfortunately. While we're selecting the new tab, we show a bitmap copy of the toolbar that was taken when the EoC button present. Once the tab is fully selected, we start showing the real Android Java view and are able to hide the button.

You can see the same behavior when side swiping between tabs from a site with EoC suggestions to a site without suggestions. This issue is not limited to EoC, but rather a long standing limitation with how we draw the toolbar during animations - if you side swipe between a tab with a theme color that causes the icons to be light to a tab without a theme color the toolbar icons will be incorrectly colored.

Once we move the icon into the omnibox, we'll be able to use the "anonymization" layer to hide the button (similar to how we hide the URL) so this will be smoother.
